Uganda Coffee Strategy 2026

Closing Statement

The Uganda Coffee National Task Force is not simply implementing a strategy; it is establishing the systems, structures, and partnerships required to transform Uganda's coffee sector for generations to come.

Through the integration of production systems, farmer support networks, quality assurance frameworks, traceability mechanisms, value-addition infrastructure, investment platforms, market development programs, and policy coordination, UCNTF is building a nationally aligned coffee ecosystem capable of delivering sustainable growth at scale.

Our approach is rooted in measurable outcomes, institutional accountability, and public-private collaboration. By systematically addressing value chain inefficiencies and creating pathways for increased productivity, premium quality, value retention, and global market access, we are laying the foundation for a resilient and globally competitive coffee economy.

The systems being established today will enable Uganda to achieve its target of 20 million bags by 2030 while ensuring that greater value is retained within the country, more opportunities are created for farmers and enterprises, and Uganda's position as a premium coffee origin is strengthened in international markets.

Through coordinated leadership, strategic investment, and disciplined execution, the Uganda Coffee National Task Force is creating a lasting framework for sector transformation—one that will continue to drive growth, prosperity, and global competitiveness long after the 2030 targets have been achieved.

Together, we are building a world-class coffee industry that transforms Uganda from a producer of coffee into a global leader in coffee production, value addition, innovation, and market excellence.

Through coordinated action, strategic investment, and value creation at origin, UCNTF is driving Uganda’s transformation into a premium, traceable, and globally competitive coffee origin.

Introduction

The Uganda Coffee National Task Force (UCNTF) is the national implementation and coordination unit established to support the President’s Coffee Transformation Strategy 2022. Our mandate is to accelerate Uganda’s transition into a globally competitive coffee-producing, processing, and exporting nation.

Strategy 2026 sets out a clear path to scale Uganda’s coffee exports from 8.2 million to 20 million 60kg bags annually by 2030, while strengthening quality, sustainability, traceability, and value addition across the entire coffee value chain.

■ Strategic Framework

Five Core Pillars

Our targeted national interventions address structural bottlenecks to increase premium export value, protect smallholder ecosystems, and secure compliance.

MOBALISATION & PRODUCTION

MARKETING & TRADE

COMPLIANCE & INVESTMENT

FINANCE & ASSURANCE

Compliance and Evaluation are essential to ensuring that Uganda’s coffee sector operates according to strategic objectives. A strong compliance and evaluation framework improves transparency, product quality, investor confidence, market access, and the overall performance of coffee value chain.

Marketing and Trade are central to the value of Uganda's coffee industry. While Uganda is one of Africa's leading coffee producers, much of its coffee is exported as green beans, limiting value-added coffee products through strategic international partnerships, market diversification, and processing and distribution.

LAND & INVESTMENT

Finance and Assurance are critical pillars for transforming Uganda into a globally competitive coffee-producing nation. Sustainable financing mechanisms and robust systems are essential to support production, strengthen the resilience of farmers, SMEs, processors, and exporters across the coffee value chain..

Land serves as the cornerstone for sustainable coffee farming and value addition. Uganda aiming to boost coffee output, elevate standards, to draw international investments, ensuring secure access to land and infrastructure continues to be vital objectives.

Mobilisation is fundamental to achieving Uganda's coffee production and export targets. It requires coordinated engagement of farmers, veterans, cooperatives, investors, government institutions, development partners, and the private sector to expand coffee production, improve productivity, and strengthen the entire coffee value chain.
